EXTERNAL BORDERS FUND
The Fund shall contribute to achieving the following objectives:
a) Efficient organisation of control, covering both checks and surveillance tasks relating to the external borders;
b) Efficient management by the Member States of the flows of persons at the external borders in order to ensure, on the one hand, a high level of protection at the external borders and, on the other, the smooth crossing of the external borders in conformity with the Schengen acquis and the principles of respectful treatment and dignity;
c) Uniform application by border guards of the provisions of Community law on the crossing of external borders, in particular Regulation (EC) No 562/2006;
d) Improvement of the management of activities organised by the consular and other services of the Member States in third countries as regards the flows of third-country nationals into the territory of the Member States and the cooperation between Member States in this regard.
The general objective of the Integration Fund is to support the efforts made by the Member States in enabling third country nationals of different economic, social, religious, linguistic and ethnic backgrounds to facilitate their integration into the European societies. The contribution of the Fund is not only targeted on actions concerning the development and implementation of national integration strategies but also extends to the increase of the capacity of Member States to develop, implement and evaluate policies and measures. Furthermore, the Fund promotes the cooperation between EU countries and third countries on integration matters.
EUROPEAN REFUGEE FUND
The general objective of the Fund is to support and encourage the efforts made by the Member States in receiving refugees and displaced persons as well as facing the consequences of receiving these persons by co-financing relevant actions.
Actions are targeted on gender-related issues, the interests of children, the specific situation of vulnerable persons such as minors, unaccompanied minors, disable people, elderly people, pregnant women, single parents with minor children, victims of torture, or rape or other serious forms of psychological, physical or sexual violence or abuse, victims of trafficking and individuals in need of emergency care and essential treatment of illness.
The general objective of the Fund shall be to support the efforts made by the Member States to improve the management of return in all its dimensions through the use of the concept of integrated management and by providing for joint actions to be implemented by Member States or national actions that pursue Community objectives under the principle of solidarity, taking account of Community legislation in this field and in full compliance with fundamental rights.
When preparing their draft multi-annual programmes, Member States should target the available resources under this Fund to three out of four of the following priorities, allowing them to determine the most effective distribution of the financial resources allocated to them in accordance with their needs.
