Community Actions are transnational actions or actions of interest to the Community as a whole. At the Commission's initiative, up to 6 %-10% of the Fund's available resources of the specific Fund may be used to finance these activities. The actions concern specific objectives, which are promulgate to the Member States, with the amount allocations that were decided, through Annual Work Programmes for each Fund. The proposals that will be co-finance from the Community Actions have competitive character and the minimum number of the Member States that must participate in a proposal, depends on the particular Fund as well as the category of the action. Each year the Commission shall adopt an annual work programme and invite bids for calls for proposals and the best are chosen. A Member State has the possibility to submit more than one proposal for each category/ priority. The grant agreements are signed directly between the European Commission and the chosen final beneficiary. The call for proposals for Community actions of each year includes all the necessary information needed, information for the categories/priorities of actions as well as the award criteria.
For the preparation of the proposals for the community actions, the Delegated Authority, as well as a governmental or a private body contacts competent authorities of other Member States in order to organise activities and in co-operation with the other MS they fill in the necessary documentation. The abovementioned documentation is not compulsory to be submitted through the Responsible Authority.
