EU citizens and their family members who are also EU citizens must apply for a registration certificate (form MEU1) within 4 months of their arrival date in the Republic.

EU citizens and their family members who are EU citizens must apply for a permanent residence card if they have resided legally in the Republic for 5 consecutive years.
Family members of EU citizens who are not EU citizens must apply for a permanent residence card within 1 month of expiry of their residence card.
Uninterrupted residence is not affected by temporary absences totalling less than 6 months in a year or longer absences to complete national service or by an absence of no more than 12 consecutive months for serious reasons, including pregnancy and motherhood, serious illness, studies or vocational training or secondment to another Member State or third country.
This right only lapses in the event of absence from the Republic for a period of more than 2 consecutive years.
The following persons are also entitled to reside permanently in the Republic before the end of the period of 5 consecutive years in the Republic:
(a) Employees or self-employed persons who, at the time they stop working, have reached the age stipulated in the applicable social security legislation in Cyprus at which they are entitled to an old-age pension or employees who stop work due to early retirement, provided they have worked in the Republic during the previous 12 months at least and have resided in the Republic continuously for more than 3 years.
(b) Employees or self-employed persons who have resided in the Republic continuously for more than 2 years and have stopped working in the Republic due to permanent incapacity for work. If such incapacity was caused by an accident at work or occupational illness for which they are entitled to a pension payable in full or in part by Social Security Services or some other benefit paid to the interested person in full or in part by a competent body under other relevant legislation, no requirements are imposed in terms of the period of residence in the Republic.
(c) Employees or self-employed persons who, after 3 years’ continuous employment and residence in the Republic, work in employment or self-employment in another Member State but retain their place of residence in the Republic, to which they return at least once a week.
In order to acquire the rights referred to in parts (a) and (b), the periods of employment in the Member State where the person concerned works are counted as periods of employment in the Republic. Periods of involuntarily unemployment duly recorded by the Department of Labour, interruptions to work for reasons beyond the person's control and absences from work or interruptions to work due to illness or accident are counted as periods of employment.
Regardless of nationality, the family members of employees or self-employed persons residing with them in the Republic are entitled to permanent residence provided the employee or self-employed person has acquired a right of permanent residence in the Republic. If the employee or self-employed person dies while still in employment but before acquiring a right of permanent residence in the Republic, the family members living with him in the Republic have a right of permanent residence, provided that:
i) The employee or self-employed person had resided continuously in the Republic for 2 consecutive years at the time of death.
ii) Death was due to an accident at work or occupational illness.
