1. General
The Civil Union Law of 2015 (Νο 184(I)/2015) entered into force on 9 December 2015. Responsibility for contracting civil unions lies with the Registrar who is the District Officer.
The contracting of a civil union has respective effects and consequences just as if a marriage was solemnised under the provisions of the Marriage Law and any reference included in any legislation of the Republic of Cyprus to ‘spouse’ shall be interpreted as a reference to the civil partner of a civil union.

The contracting of a civil union takes place before the District Officer at the district administration offices. The proceedings take place exclusively by prior appointment at the district of residence of one of the persons concerned or, in the case the persons concerned do not permanently reside in Cyprus, at the district of their choice.

The fees foreseen in the civil union law
- Fee to contract a civil union EUR 90
- Fee for an extra Certificate of Civil Union EUR 15
- Fee for Non-Impediment Certificate (NIC) (per person) EUR 34.17

Contracting a civil union requires the free consent of the persons concerned.

Once before the Registrar, the persons concerned submit a completed and signed form called ‘Form of Civil Union’.

Along with this form, each person must submit the following documents:

b) A declaration under oath stating that the person concerned has not contracted any other marriage or civil union currently in force, is not aware of any legal impediment or obstacle to contracting a civil union, and has secured any necessary consent required or that no such consent is required.

Cypriot citizens should submit a Non-Impediment Certificate (NIC) from the Civil Registry and Migration Department

Non-Cypriots residing in the Republic of Cyprus under any other status and who hold a residence certificate/permit, should submit a NIC from the country of their citizenship, as well as a NIC issued by the Civil Registry and Migration Department

Non-Cypriots tourists (EU and non-EU citizens) who reside in the Republic on a short-term tourist visa should submit a NIC only from the country of their citizenship.
