1. Overview
In order to support construction product users and other economic operators and ensure healthy competition following the entry into force of Regulation (EU) No 305/2011, the Member States have designated contact points from which stakeholders can quickly gather reliable and precise information about the law in force in the Member States in which they intend to place on the market their construction products in the context of healthy competition.
In Cyprus, the Ministry of the Interior has overall responsibility for the application of Regulation (EU) No 305/2011, acts as the hub for everything to do with construction products and is responsible for market surveillance, coordinating actions and implementing measures taken by other ministries and departments and providing information to all stakeholders.
It is also the agency notified to all the EU institutions for construction products, it represents Cyprus on and participates in EU committees and is responsible for transmitting information to and from the EU.
The Construction Products Section of the Ministry of the Interior also acts as the Product Contact Point for Construction pursuant to the Construction Products Law of 2013, Article 10 of Regulation (EC) No 305/2011 and Article 9 of Regulation (EC) No 764/2008.
Contact Points for Construction Products provide, at the request of an economic operator or a competent authority of another Member State, the information detailed in Article 10(1) of Regulation (EC) No 764/2008.

A. Declaration of performance
1. When a construction product is covered by a harmonised standard or conforms to a European Technical Assessment which has been issued for it, the manufacturer must draw up a declaration of performance when such a product is placed on the market.
2. When a construction product is covered by a harmonised standard or conforms to a European Technical Assessment which has been issued for it, information in any form about its performance in relation to the essential characteristics, as defined in the applicable harmonised technical specification, may be provided only if included and specified in the declaration of performance except where, in accordance with Article 5 of Regulation (EU) No 305/2011, no declaration of performance has been drawn up.
3. By drawing up the declaration of performance, the manufacturer takes responsibility for the conformity of the construction product with the declared performance. In the absence of objective indications to the contrary, Member States presume the declaration of performance drawn up by the manufacturer to be accurate and reliable.
The declaration of performance must be drawn up in accordance with the Commission’s Delegated Regulation (EU) No 574/2014.
According to the Construction Products Law (N131(I)/2013), the declaration of performance and the CE marking are provided in Greek and/or English language.

B. CE marking
The CE marking is affixed to those construction products for which the manufacturer has drawn up a declaration of performance. By affixing or having affixed the CE marking, manufacturers indicate that they take responsibility for the conformity of the construction product with the declared performance as well as the compliance with all applicable requirements laid down in this Regulation and in other relevant Union harmonisation legislation providing for its affixing.
1. The CE marking must be affixed visibly, legibly and indelibly to the construction product or to a label attached to it. Where this is not possible or not warranted on account of the nature of the product, it must be affixed to the packaging or to the accompanying documents.
2. The CE marking is followed by the two last digits of the year in which it was first affixed, the name and the registered address of the manufacturer, or the identifying mark allowing identification of the name and address of the manufacturer easily and without any ambiguity, the unique identification code of the product-type, the reference number of the declaration of performance, the level or class of the performance declared, the reference to the harmonised technical specification applied, the identification number of the notified body, if applicable, and the intended use as laid down in the harmonised technical specification applied.
3. The CE marking must be affixed before the construction product is placed on the market. It may be followed by a pictogram or any other mark notably indicating a special risk or use.
According to the Construction Products Law (N131(I)/2013), the declaration of performance and the CE marking must be in Greek and/or English.
